Law enforcers fail to vacate 1,000 encroached flats

KARACHI: Despite passage of eights months, the Sindh’s law enforcement agencies have failed to vacate at least 1,000 encroached flats of the labourers, built by the Workers Welfare Board.

These flats are in illegal custody of flood victims of the province who were temporarily settled in these apartments as relief camps, Daily Times has learnt. According to sources, the then Sindh government Labour and Human Resources secretary had requested the Pakistan Rangers (Sindh) Director General and inspector general of police (IGP) on July 29, 2015, however, no encroachment has so far been vacated. Sindh Chief Minister Syed Qaim Ali Shah had recently instructed the Chief Secretary Siddique Memon to coordinate with the law enforcement agencies and get the flats vacated and the same be provided to original allottees.

In this regard, Labour and Human Resources Secretary Abdul Rasheed Solangi has once again forwarded a letter on March 9, to the home secretary requesting him to ensure vacation of these encroached flats at the Northern Bypass.

In 2010, relief camps were temporarily established in the said flats by the Provincial Disaster Management Authority (PDMA), depriving the original allottees of their fundamental rights.

The original allottees had also filed petitions before the Sindh High Court wherein SHC chief justice passed an order on April 29, 2015, which read as: “All the occupants who are claiming to be flood victims shall vacate the flats/premises under their occupation within 60 days from today, which were constructed for the workers of Sindh Workers Welfare Board.” According to sources, the labour secretary has once again requested the home secretary for vacation of the encroached 1,000 flats at Gulshan-e-Maymar at the earliest so that the possession may be handed over to the originally allottees in compliance to the orders of the Sindh High Court and the directives of the Sindh chief minister.

While talking to Daily Times, Labour and Human Resources Secretary Abdul Rasheed Solangi said the flood victims have settled illegally in the flats and now they have refused to vacate.

The secretary said that Workers Welfare Board (WWB) has provided 7,097 flats and 1898 houses in different colonies for labourers. These colonies are located in Landhi with 1,128 flats and 850 houses; SITE 887 flats and 800 houses, North Karachi 154 flats, Korangi 920 flats and 248 houses, Northern Bypass 3008 (the project is under completion) and Gulshan-e-Maymar 1,000 flats.

He said that there were 24 WWB model schools all over the province. The WWB has also established two intermediate colleges where 5,743 children of workers receiving education. “The board provides uniforms, shoes and books to the students free of cost,” he said.

Solangi said that under the 18th amendment Sindh Industrial Relations Act 2013, Employees Old Age Benefit Institution (EOBI), Sindh Employees Social security Act 2015 and Workers Welfare Fund Act 2015 have been provincialised by making necessary enactment in the assembly.
